Mission Statement

The New York State Commission of Correction has a mission to provide for a safe, stable and humane correctional system in New York State. To this end, the Commission:

  • Promulgates minimum standards for the management of correctional facilities;
  • Evaluates, investigates and oversees local and state correctional facilities and police lock-ups;
  • Assists in developing new correctional facilities; and
  • Provides technical assistance.

Notice: On June 18, 2018, the New York State Commission of Correction (SCOC) filed, with the Department of State, a Notice of Proposed Rule Making for the addition of numerous Parts to Chapter III of Subtitle AA of Title 9 of the New York Codes, Rules and Regulations (NYCRR).  The purpose of the proposed rules is to provide minimum standards and regulations for the operation and management of specialized secure juvenile detention facilities for older youth (SSDs).  Below please find links to the Notice of Proposed Rule Making, the full text of the rule, and all other corresponding promulgation statements and analyses.

Notice: On May 14, 2018, the New York State Commission of Correction (SCOC) filed, with the Department of State, a Notice of Revised Rule Making.  The Notice of Revised Rule Making substantially revises several sections of the previously proposed rule (I.D. No. CMC-44-17-00012-P), published in the November 1, 2017 issue of the New York State Register, which advanced the creation of a new Part 7075, the creation of new sections and amendment of current regulations of Title 9 of the New York Codes, Rules and Regulations (NYCRR).  Like the original proposal, the purpose of the Notice of Revised Rule Making is to require local correctional facilities to record, review and report inmate cell confinement and essential service deprivation.  Below please find links to the Notice of Revised Rule Making, the full text of the rule, and all other corresponding promulgation statements and analyses.
